Historically, daylight saving time has begun in the summer months and ended for winter, though the dates have changed over time as the U.S. Government has passed new statutes, according to the United States Naval Observatory (USNO).

Typically, regions that use daylight saving time adjust clocks forward one hour close to the start of spring and adjust them backward in the autumn to standard time.

In USA the DST is according to Uniform Time Act Of 1966, DST begins in the United States on the 2nd Sunday of March, when people move their clocks forward an hour at 2 a.m. local standard time, So at 2 a.m. on that day, the clocks will then read 3 a.m. local daylight time. Daylight saving time ends on the 1st Sunday in November, when clocks are moved back an hour at 2 a.m. local daylight time, so they will then read 1 a.m. local standard time

The regions where DST not observed

DST is generally not observed near the equator, where sunrise times do not vary enough to justify it. Only a few of the world's population uses DST, because Asia and Africa generally do not observe it.
